🔻 IMPORTANT 【重要】國企/中央人民政府主導香港改革和北部都會區
2024年11月29日，「企業參與北部都會區發展簽署儀式」無庸置疑是香港改革議程的一個契機。其中85份僅有一句「支持及參與北部都會區發展」的一般意向書屬於過於膚淺的港府公關，但共37份「企業之間就與北部都會區（Northern Metropolis ）發展有關項目的參與書」則是其核心，較有實際意義。
只有共37家企業簽署「企業之間就與北部都會區發展有關項目的參與書」才算數。其中，22家乃國企及其子公司；1家內地的公營公司；1家內地的私營企業；3家香港公營企業；9家香港私營企業；1家香港NGO。這些企業都屬於金融，地產，交通運輸，物流，能源等基建發展領域的群體。換言之，北部都會區目前階段仍是為了未來發展新質生產力鋪路的基建階段。其顯著特色是，由國企/中央人民政府主導該發展項目，北都這樣成了國策，也就標誌著北都是香港改革的一環。這算市民期待的相當正面的突破和實際行動。同時也就凸顯了香港政府本身無能為力主導和推動具爭議的本港社會建設項目，這包括香港改革。不僅是北部都會區，也就整個香港改革，必須要由中央人民政府和國企積極參與和推動才能實現。對於厭倦劣質港府失政的香港市民而言，這個顯著變化正是一則2024年最好的新聞和政治事件。
On November 29, 2024, the "Enterprise Participation in Northern Metropolis Development Event" was undoubtedly an opportunity for Hong Kong's reform agenda. While the 85 General Expressions of Interest (GEOIs) with a single sentence, "Support and Participate in the Development of the Northern Metropolis," are too shallow for Hong Kong's public relations, the 37 Letters of Engagement (LOIs) between businesses on projects related to the development of the Northern Metropolis are the centerpiece and are more practical.
Only the 37 signatures of the "Letter of Engagement between Enterprises on Projects Related to the Development of the Northern Metropolis" will count. Of these, 22 are state-owned enterprises and their subsidiaries; 1 public company from the Mainland; 1 private company from the Mainland; 3 public companies from Hong Kong; 9 private companies from Hong Kong; and 1 NGO from Hong Kong, all of which belong to clusters in the areas of finance, real estate, transportation, logistics, energy, and other infrastructural development.
In other words, the current stage of the Northern Metropolis is still an infrastructural stage to pave the way for the development of new quality productive forces in the future. Its distinctive feature is that the development project is led by state-owned enterprises /Central People's Government. The fact that the Northern Metropolis has become a state policy in this way signifies that the Northern Metropolis is part of Hong Kong's reform. This is quite a positive breakthrough and practical action that the public is looking forward to. At the same time, it also highlights the inability of the Hong Kong government to take the lead and promote controversial social construction projects in Hong Kong, including the reform of Hong Kong. Not only the reform of the Northern Metro Area but also the reform of Hong Kong as a whole can only be realized with the active participation and promotion of the Central People's Government and state-owned enterprises. For the people of Hong Kong, who are tired of the misrule of a bad Hong Kong government, this remarkable change is the best news and political event of 2024.

國企/中央人民政府主導香港改革和北部都會區：
一言以蔽之，只有中央人民政府及其國企積極主導香港改革和本港重要社會建設項目，並且以實際行動突破本港利益固化藩籬，為港府失政長年沮喪的香港市民才可望從此過程中逐漸實現真正的問題解決。換言之，本港貪婪既得利益（勢力）及其壟斷在中央人民政府及其國企積極主導和推進香港改革和本港重要社會建設項目中，必定會逐漸被削弱和消失。
In a nutshell, it is only when the Central People's Government and its state-owned enterprises actively lead Hong Kong's reforms and important social construction projects and take practical actions to break through the barriers of entrenched interests in Hong Kong that the people of Hong Kong can expect to gradually realize real solutions to their problems in the process. In other words, Hong Kong's greedy vested interests (power) and their monopoly will gradually be weakened and disappear as the Central People's Government and its state-owned enterprises actively lead and promote Hong Kong's reforms and important social construction projects.
