最新國策‘香港改革’（又稱新質生產力，新質工業化）是在促進大灣區一體化（大灣區人）的大方向思考時才會發現很多本港棘手問題的解決方式的。

本港只有既得利益勢力獨霸，而並無存在改革勢力。於是，本港的真改革應該先是創造改革勢力的改革。而這不能唯限於本港境內進行毫無希望的抽象思考。基於本港不存在真改革勢力的客觀事實，香港改革的改革勢力或解決方法正是深圳和大灣區。

香港政治（既得利益勢力或社會）目前還是並不在嚮往‘新質生產力’的改革/新國策的軌道上。只有香港自身從以往的‘超級聯絡人’的觀望/服務態度變為真正的‘超級改革者’ ‘國策的超級執行者’ ‘國策的超級擁護者’時，才可望能突破既得利益勢力固化藩籬和困局的曙光。

香港究竟處於由治及興還是由亂至衰？一言以蔽之，目前香港仍擺脫不了從2019年開始的‘由亂至衰’。而要真正轉入‘由治及興’過程的關鍵環節正是‘真改革’此一環節。
